Context of Amos 3:9
7For the Lord Adonai, will do nothing, unless He has revealed His counsel to His servants the prophets. 8A lion has roared, who will not fear? My Lord Adonai has spoken, who shall not prophesy? Proclaim on the citadels in Ashdod and the citadels in the land of Egypt: “Assemble on Samaria’s mountains: Behold the great tumult within it, even the oppression within it.” 10They do not know how to be honest, —declares Adonai— those who are saving up violence and destruction in their citadels. 11Therefore thus says my Lord Adonai: “An adversary will surround the land! He will bring down your strength. Your citadels will be plundered

- Adam Clarke Bible Commentary · v. 9Publish in the palaces - The housetops or flat roofs were the places from which public declarations were made. See on Isaiah 21:1; (note), and on Matthew 10:27; (note). See whether in those places there be not tumults, oppressions, and rapine sufficient to excite my wrath against them.Read the comment

Inside, however, the nation was corrupt and divided by conflict between social groups. Because of this inner weakness, Israel’s enemies would be…Read the comment

Publish in ... palaces--as being places of greatest resort (compare Mt 10:27); and also as it is the sin of princes that he arraigns, he calls on princes (the occupants of the "palaces") to be the witnesses. Ashdod--put for all Philistia. Convene the Philistine and the Egyptian magnates, from whom I have on various occasions rescued Israel.
