Context of 2 Samuel 13:19
17Then he called his servant that attended him and said, “Get this woman away from me now and bolt the door after her.” 18Now she had on her a long-sleeved garment for with such robes the king’s virgin daughters used to be dressed. When his attendant took her outside and bolted the door after her, Tamar put ashes on her head and rent her long-sleeved garment that was on her. She laid her hand on her head and was crying aloud as she went away. 20Then her brother Absalom said to her, “Has Amnon your brother been with you? So now, my sister, keep quiet. He is your brother—don’t take this thing to heart.” But Tamar remained desolate in her brother Absalom’s house. 21When King David heard about all these things, he was very angry.

- Jamieson–Fausset–Brown Commentary · v. 19-2019-20. Tamar put ashes on her head, and rent her garment of divers colours ... laid her hand on her head, and went on crying--that is, sobbing. Oriental manners would probably see nothing beyond a strong sense of the injury she had sustained, if Tamar actually rent her garments. But, as her veil is not mentioned, it is probable that Amnon had turned her out of doors without it, and she raised her hand with the design to conceal her face. By these signs…Read the comment
