Context of 1 Kings 9:3
1Now it came to pass, when Solomon had finished building the House of Adonai, the royal palace and all that Solomon was pleased to do, 2that Adonai appeared to Solomon a second time, just as He had appeared to him at Gibeon. Adonai said to him: “I have heard your prayer and your petition that you made before Me. I have consecrated this House, which you have built, to put My Name there forever, and My eyes and My heart will be there every day. 4“As for you, if you will walk before Me as your father David walked—in integrity of heart and uprightness, doing all I commanded you, keeping My statutes and My ordinances— 5then I will establish the throne of your kingship over Israel forever, as I promised your father David saying: ‘You shall not lack a man on the throne of Israel.’

- Barnes’ Notes on the Bible · v. 3The answer given by God to Solomon‘s prayer is reported more fully in 2 Chronicles 7:12-22. When God puts His Name in the temple He does it, in intention, “forever.” He will not arbitrarily withdraw it; there it will remain “forever,” so far as God is concerned. But the people may by unfaithfulness drive it away 1 Kings 9:7-9. - Tyndale Open Study Notes · v. 3-9The Lord responded to Solomon's prayer by explaining the covenant's conditions. Obedience would lead to prosperity and blessings, while disobedience could cause disaster, including the city's and temple's destruction and the people's exile (see Deuteronomy 28:36–37, 63–68). Although God's covenant was unchangeable, enjoying its blessings required faithfulness to its terms (Psalm 89:24–37).Read the comment
