Context of 1 Chronicles 21:23
21When David came to Ornan, Ornan looked up and saw David. He went out from the threshing floor and bowed to David with his face to the ground. 22Then David said to Ornan: “Give me the site of this threshing floor that I may build an altar to Adonai. Sell it to me for full price, so the plague on the people may be stopped.” Then Ornan said to David, “Take it! Let my lord the king do whatever seems good in his eyes. Look, I will give the oxen for burnt offerings, the threshing sledges for wood, and the wheat for the grain offering. I will give all this.” 24King David said to Ornan, “No, I insist on buying it for the full price. For I will not take for Adonai what is yours, or sacrifice a burnt offering that cost me nothing.” 25So David gave Ornan 600 shekels of gold by weight for the place.

- Tyndale Open Study Notes · v. 1-30This account of the census is similar to 2 Samuel 24:1–25 but focuses on different aspects. The Chronicler’s version sets the stage for dedicating the altar and preparing to build the temple (1 Chronicles 22).Read the comment
- Jamieson–Fausset–Brown Commentary · v. 2323. I give thee ... the threshing instruments for wood--that is, to burn the sacrifice of the oxen. Very little real import--the haste and the value of the present offered--can be understood in this country. The offering was made for instant use. Ornan, hereby hoping to terminate the pestilence without a moment's delay, "gave all," oxen, the large threshing machine, and the wheat.Read the comment
