Context of 1 Chronicles 21:23
21David came to Ornan, and when Ornan looked and saw David, he left the threshing floor and bowed to David with his face to the ground. 22Then David said to Ornan, “Give me this threshing-floor plot so that I may build an altar to the Lord on it. Give it to me for the full price, so the plague on the people may be stopped.” Ornan said to David, “Take it! My lord the king may do whatever he wants. See, I give the oxen for the burnt offerings, the threshing sledges for the wood, and the wheat for the grain offering — I give it all.” 24King David answered Ornan, “No, I insist on paying the full price, for I will not take for the Lord what belongs to you or offer burnt offerings that cost me nothing.” 25So David gave Ornan fifteen pounds of gold for the plot.

- Tyndale Open Study Notes · v. 1-30This account of the census is similar to 2 Samuel 24:1–25 but focuses on different aspects. The Chronicler’s version sets the stage for dedicating the altar and preparing to build the temple (1 Chronicles 22).Read the comment
- Jamieson–Fausset–Brown Commentary · v. 2323. I give thee ... the threshing instruments for wood--that is, to burn the sacrifice of the oxen. Very little real import--the haste and the value of the present offered--can be understood in this country. The offering was made for instant use. Ornan, hereby hoping to terminate the pestilence without a moment's delay, "gave all," oxen, the large threshing machine, and the wheat.Read the comment
