Context of Leviticus 23:17
15And ye shall count to you from the next day after the sabbath, from the day that ye brought the sheaf of the wave offering; seven sabbaths shall be complete: 16Even to the next day after the seventh sabbath shall ye number fifty days; and ye shall offer a new meat offering to the LORD. Ye shall bring out of your habitations two wave loaves of two tenth parts: they shall be of fine flour; they shall be baked with leaven; they are the firstfruits to the LORD. 18And ye shall offer with the bread seven lambs without blemish of the first year, and one young bull, and two rams: they shall be for a burnt offering to the LORD, with their meat offering, and their drink offerings, even an offering made by fire, of a sweet savour to the LORD. 19Then ye shall sacrifice one kid of the goats for a sin offering, and two lambs of the first year for a sacrifice of peace offerings.

- Barnes’ Notes on the Bible · v. 9-22Verses 9-22 These verses contain a distinct command regarding the religious services immediately connected with the grain harvest, given by anticipation against the time when the people were to possess the promised land. Leviticus 23:10 Sheaf - The original word, “omer”, means either a sheaf Deuteronomy 24:19; Rth 2:7 , or a measure Exodus 16:16. Our version is probably right in this place.
