Context of Numbers 15:17
15One ordinance shall be both for you of the congregation, and also for the stranger that sojourneth with you, an ordinance for ever in your generations: as ye are, so shall the stranger be before the LORD. 16One law and one manner shall be for you, and for the stranger that sojourneth with you. And the LORD spoke to Moses, saying, 18Speak to the children of Israel, and say to them, When ye come into the land where I bring you, 19Then it shall be, that, when ye eat of the bread of the land, ye shall offer up an heave offering to the LORD.

They were to begin after the Hebrews reached the promised land. At that time, they would settle there and begin planting crops. Then they would bring these gifts to thank God for the harvest.Read the comment
- Jamieson–Fausset–Brown Commentary · v. 1-411-2. The Lord spake unto Moses, saying, Speak unto the children of Israel--Some infer from Nu 15:23 that the date of this communication must be fixed towards the close of the wanderings in the wilderness; and, also, that all the sacrifices prescribed in the law were to be offered only after the settlement in Canaan.Read the comment
