Context of Jeremiah 31:38
36If those ordinances depart from before me, saith the LORD, then the seed of Israel also shall cease from being a nation before me for ever. 37Thus saith the LORD; If heaven above can be measured, and the foundations of the earth searched out beneath, I will also cast off all the seed of Israel for all that they have done, saith the LORD. Behold, the days come, saith the LORD, that the city shall be built to the LORD from the tower of Hananeel to the gate of the corner. 39And the measuring line shall yet go forth straight forward over the hill Gareb, and shall turn toward Goath. 40And the whole valley of the dead bodies, and of the ashes, and all the fields to the brook of Kidron, to the corner of the horse gate toward the east, shall be holy to the LORD; it shall not be plucked up, nor thrown down any more for ever.

- Adam Clarke Bible Commentary · v. 38The city shall be built to the Lord - This cannot mean the city built after the return from Babylon, for two reasons: This is to be much greater in extent; It is to be permanent, never to be thrown down, Jeremiah 31:40. It must therefore mean, if taken literally at all, the city that is to be built by them when they are brought in with the fullness of the Gentiles.
