Context of Isaiah 14:21
19But thou art cast out of thy grave like an abominable branch, and as the raiment of those that are slain, thrust through with a sword, that go down to the stones of the pit; as a dead body trodden under feet. 20Thou shalt not be joined with them in burial, because thou hast destroyed thy land, and slain thy people: the seed of evildoers shall never be renowned. Prepare slaughter for his children for the iniquity of their fathers; that they may not rise, nor possess the land, nor fill the face of the world with cities. 22For I will arise against them, saith the LORD of hosts, and cut off from Babylon the name, and remnant, and son, and nephew, saith the LORD. 23I will also make it a possession for the bittern, and pools of water: and I will sweep it with the besom of destruction, saith the LORD of hosts.

- Barnes’ Notes on the Bible · v. 21Prepare slaughter for his children - That is, cut them off not only from inheriting the honor of their father, but from life. This command seems to be directed to the Medes and Persians, and denotes that they would thus cut off his children. For the iniquity of their fathers - On account of the crimes of their ancestors - the pride, haughtiness, and oppression of the kings of Babylon. This is the statement of a general principle of the divine…Read the comment

Because of their father's sins, God considers individuals in relation to their families and people. Here, the Babylonian king's children shared responsibility for their father's actions (see also Deuteronomy 5:9–10).Read the comment
