Context of Exodus 39:19
17And they put the two braided chains of gold in the two rings on the ends of the breastplate. 18And the two ends of the two braided chains they fastened in the two settings, and put them on the shoulderpieces of the ephod, before it. And they made two rings of gold, and put them on the two ends of the breastplate, upon the border of it, which was on the side of the ephod inward. 20And they made two other golden rings, and put them on the two sides of the ephod underneath, toward the forepart of it, opposite its other coupling, above the beautifully woven band of the ephod. 21And they bound the breastplate by its rings to the rings of the ephod with a lace of blue, that it might be above the beautifully woven band of the ephod, and that the breastplate might not be loosed from the ephod; as the LORD commanded Moses.

The ephod of the high priest, the robe of the ephod, the girdle of needlework, and the embroidered coat were all of fine linen; for on no material less delicate could such elaborate symbolical figures have been portrayed in embroidery, and all beautified with the same brilliant colors.
