Context of 2 Chronicles 29:20
18Then they went in to Hezekiah the king, and said, We have cleansed all the house of the LORD, and the altar of burnt offering, with all its vessels, and the showbread table, with all its vessels. 19Moreover all the vessels, which king Ahaz in his reign cast away in his transgression, have we prepared and sanctified, and, behold, they are before the altar of the LORD. Then Hezekiah the king rose early, and assembled the rulers of the city, and went up to the house of the LORD. 21And they brought seven bulls, and seven rams, and seven lambs, and seven male goats, for a sin offering for the kingdom, and for the sanctuary, and for Judah. And he commanded the priests the sons of Aaron to offer them on the altar of the LORD. 22So they killed the bulls, and the priests received the blood, and sprinkled it on the altar: likewise, when they had killed the rams, they sprinkled the blood upon the altar: they killed also the lambs, and they sprinkled the blood upon the altar.

- Matthew Henry Concise Commentary · v. 20-36Verses 20-36 As soon as Hezekiah heard that the temple was ready, he lost no time. Atonement must be made for the sins of the last reign. It was not enough to lament and forsake those sins; they brought a sin-offering. Our repentance and reformation will not obtain pardon but in and through Christ, who was made sin, that is, a sin-offering for us. While the offerings were on the altar, the Levites sang. Sorrow for sin must not prevent us from praising…Read the comment
- Tyndale Open Study Notes · v. 12-36To start sanctifying the temple, the Levites first sanctified themselves. They likely purified themselves by bringing offerings (see 2 Chronicles 30:15). Then they began to cleanse the temple. Two steps were needed to restore the temple: Purification (removing pollution, 2 Chronicles 29:15–17) Sanctification (rededicating the temple for holy worship, 2 Chronicles 29:20–36)Read the comment

Then Hezekiah the king rose early, and gathered the rulers of the city--His anxiety to enter upon the expiatory service with all possible despatch, now that the temple had been properly prepared for it, prevented his summoning all the representatives of Israel.
