Context of 2 Chronicles 29:20
18Then they went in to King Hezekiah and reported, “We have cleansed the entire house of the LORD, the altar of burnt offering with all its utensils, and the table of the showbread with all its utensils. 19Moreover, we have prepared and consecrated all the articles that King Ahaz in his unfaithfulness cast aside during his reign. They are now in front of the altar of the LORD.” Early the next morning King Hezekiah gathered the city officials and went up to the house of the LORD. 21They brought seven bulls, seven rams, seven lambs, and seven male goats as a sin offering for the kingdom, for the sanctuary, and for Judah. And the king commanded the priests, the descendants of Aaron, to offer them on the altar of the LORD. 22So they slaughtered the bulls, and the priests took the blood and splattered it on the altar. They slaughtered the rams and splattered the blood on the altar. And they slaughtered the lambs and splattered the blood on the altar.

- Matthew Henry Concise Commentary · v. 20-36Verses 20-36 As soon as Hezekiah heard that the temple was ready, he lost no time. Atonement must be made for the sins of the last reign. It was not enough to lament and forsake those sins; they brought a sin-offering. Our repentance and reformation will not obtain pardon but in and through Christ, who was made sin, that is, a sin-offering for us. While the offerings were on the altar, the Levites sang. Sorrow for sin must not prevent us from praising…Read the comment
- Tyndale Open Study Notes · v. 12-36To start sanctifying the temple, the Levites first sanctified themselves. They likely purified themselves by bringing offerings (see 2 Chronicles 30:15). Then they began to cleanse the temple. Two steps were needed to restore the temple: Purification (removing pollution, 2 Chronicles 29:15–17) Sanctification (rededicating the temple for holy worship, 2 Chronicles 29:20–36)Read the comment

Then Hezekiah the king rose early, and gathered the rulers of the city--His anxiety to enter upon the expiatory service with all possible despatch, now that the temple had been properly prepared for it, prevented his summoning all the representatives of Israel.
