Context of Judges 1:28
26And the man went into the land of the Hittites, and built a city, and called the name thereof Luz: which is the name thereof unto this day. 27And Manasseh did not drive out the inhabitants of Beth-shean and her towns, nor of Taanach and her towns, nor the inhabitants of Dor and her towns, nor the inhabitants of Ibleam and her towns, nor the inhabitants of Megiddo and her towns: but the Canaanites would dwell in that land. And it came to pass, when Israel was waxen strong, that they put the Canaanites to taskwork, and did not utterly drive them out. 29And Ephraim drave not out the Canaanites that dwelt in Gezer; but the Canaanites dwelt in Gezer among them. 30Zebulun drave not out the inhabitants of Kitron, nor the inhabitants of Nahalol; but the Canaanites dwelt among them, and became tributary.

- Matthew Henry Concise Commentary · v. 21-36Verses 21-36 The people of Israel were very careless of their duty and interest. Owing to slothfulness and cowardice, they would not be at the pains to complete their conquests. It was also owing to their covetousness: they were willing to let the Canaanites live among them, that they might make advantage of them. They had not the dread and detestation of idolatry they ought to have had. The same unbelief that kept their fathers forty years out of Canaan…Read the comment
