Context of Judges 1:28
26And the man went to the land of the Hittites and built a city and called its name Luz. That is its name to this day. 27Manasseh did not drive out the inhabitants of Beth-shean and its villages, or Taanach and its villages, or the inhabitants of Dor and its villages, or the inhabitants of Ibleam and its villages, or the inhabitants of Megiddo and its villages, for the Canaanites persisted in dwelling in that land. When Israel grew strong, they put the Canaanites to forced labor, but did not drive them out completely. 29And Ephraim did not drive out the Canaanites who lived in Gezer, so the Canaanites lived in Gezer among them. 30Zebulun did not drive out the inhabitants of Kitron, or the inhabitants of Nahalol, so the Canaanites lived among them, but became subject to forced labor.

- Matthew Henry Concise Commentary · v. 21-36Verses 21-36 The people of Israel were very careless of their duty and interest. Owing to slothfulness and cowardice, they would not be at the pains to complete their conquests. It was also owing to their covetousness: they were willing to let the Canaanites live among them, that they might make advantage of them. They had not the dread and detestation of idolatry they ought to have had. The same unbelief that kept their fathers forty years out of Canaan…Read the comment
