Context of 2 Chronicles 33:14
12And when he was in distress, he besought the LORD his God, and humbled himself greatly before the God of his fathers. 13And he prayed unto him; and he was entreated of him, and heard his supplication, and brought him again to Jerusalem into his kingdom. Then Manasseh knew that the LORD he was God. Now after this he built an outer wall to the city of David, on the west side of Gihon, in the valley, even to the entering in at the fish gate; and he compassed about Ophel, and raised it up a very great height: and he put valiant captains in all the fenced cities of Judah. 15And he took away the strange gods, and the idol out of the house of the LORD, and all the altars that he had built in the mount of the house of the LORD, and in Jerusalem, and cast them out of the city. 16And he built up the altar of the LORD, and offered thereon sacrifices of peace offerings and of thanksgiving, and commanded Judah to serve the LORD, the God of Israel.

- Adam Clarke Bible Commentary · v. 14He built a wall - This was probably a weak place that he fortified; or a part of the wall which the Assyrians had broken down, which he now rebuilt.Read the comment
- Barnes’ Notes on the Bible · v. 14Rather, “he built the outer wall of the city of David on the west of Gihon-in-the-valley.” The wall intended seems to have been that toward the northeast, which ran from the vicinity of the modern Damascus gate across the valley of Gihon, to the “fish-gate” at the northeast corner of the “city of David.” We may gather from this verse that, late in his reign, Manasseh revolted from the Assyrians, and made preparations to resist them if they should attack…Read the comment

- Jamieson–Fausset–Brown Commentary · v. 1414. he built a wall without the city ... on the west side of Gihon ... even to the entering in at the fish gate--"The well-ascertained position of the fish gate, shows that the valley of Gihon could be no other than that leading northwest of Damascus gate, and gently descending southward, uniting with the Tyropoeon at the northeast corner of Mount Zion, where the latter turns at right angles and runs towards Siloam. The wall thus built by Manasseh on the…Read the comment
