Context of Ezekiel 21:31
29Whiles they see vanity unto thee, whiles they divine a lie unto thee, to bring thee upon the necks of them that are slain, of the wicked, whose day is come, when their iniquity shall have an end. 30Shall I cause it to return into his sheath? I will judge thee in the place where thou wast created, in the land of thy nativity. And I will pour out mine indignation upon thee, I will blow against thee in the fire of my wrath, and deliver thee into the hand of brutish men, and skilful to destroy. 32Thou shalt be for fuel to the fire; thy blood shall be in the midst of the land; thou shalt be no more remembered: for I Yhwh have spoken it.

- Barnes’ Notes on the Bible · v. 18-32Verses 18-32 The third word of judgment. The king of Babylon‘s march upon Judaea and upon the Ammonites. Destruction is to go forth not on Judah only, but also on such neighboring tribes as the Ammonites (compare Jeremiah 27:2-3). Ezekiel 21:19 Appoint thee - Set before thee. - Tyndale Open Study Notes · v. 30-32The sword would return to its sheath. This does not mean it would rest. It would return in order to carry out the Lord’s judgment against its own land, Babylon. God would also pour out his fury and the fire of his anger on Babylon. These words describe God’s intense judgment.
