Context of Exodus 9:21
19Send therefore now, and gather thy cattle, and all that thou hast in the field; for upon every man and beast which shall be found in the field, and shall not be brought home, the hail shall come down upon them, and they shall die. 20He that feared the word of Yhwh among the servants of Pharaoh made his servants and his cattle flee into the houses: And he that regarded not the word of Yhwh left his servants and his cattle in the field. 22And Yhwh said unto Moses, Stretch forth thine hand toward heaven, that there may be hail in all the land of Egypt, upon man, and upon beast, and upon every herb of the field, throughout the land of Egypt. 23And Moses stretched forth his rod toward heaven: And Yhwh sent thunder and hail, and the fire ran along upon the ground; And Yhwh rained hail upon the land of Egypt.

- Barnes’ Notes on the Bible · v. 13-34Verses 13-34 With the plague of hail begins the last series of plagues, which differ from the former both in their severity and their effects. Each produced a temporary, but real, change in Pharaoh‘s feelings. Exodus 9:14 All my plagues - This applies to all the plagues which follow; the effect of each was foreseen and foretold. The words “at this time” point to a rapid and continuous succession of blows. The plagues which precede appear to have been…Read the comment
- Matthew Henry Concise Commentary · v. 13-21Verses 13-21 Moses is here ordered to deliver a dreadful message to Pharaoh. Providence ordered it, that Moses should have a man of such a fierce and stubborn spirit as this Pharaoh to deal with; and every thing made it a most signal instance of the power of God has to humble and bring down the proudest of his enemies. When God's justice threatens ruin, his mercy at the same time shows a way of escape from it. God not only distinguished between Egyptians…Read the comment

He that feared the word of the Lord ... regarded not, &c.--Due premonition, it appears, had been publicly given of the impending tempest--the cattle seem to have been sent out to graze, which is from January to April, when alone pasturage can be obtained, and accordingly the cattle were in the fields. This storm occurring at that season, not only struck universal terror into the minds of the people, but occasioned the destruction of all--people and…Read the comment
