Context of Numbers 19:10
8The man who burns the animal must also wash his clothes and bathe himself in water, and he, too, will remain unclean until evening. 9Then someone who is ceremonially clean will gather up the ashes of the heifer and deposit them in a purified place outside the camp. They will be kept there for the community of Israel to use in the water for the purification ceremony. This ceremony is performed for the removal of sin. The man who gathers up the ashes of the heifer must also wash his clothes, and he will remain ceremonially unclean until evening. This is a permanent law for the people of Israel and any foreigners who live among them. 11“All those who touch a dead human body will be ceremonially unclean for seven days. 12They must purify themselves on the third and seventh days with the water of purification; then they will be purified. But if they do not do this on the third and seventh days, they will continue to be unclean even after the seventh day.

- Tyndale Open Study Notes · v. 7-10It required three people to produce and collect the heifer’s ashes. These were Eleazar, the person who burned the animal, and the person who gathered its ashes. All three became ceremonially impure for a day because of this process. The same was true for the person who used the finished product. This was a potion made from the ash dust and water (compare 19:21). This potion had the same defiling effect as blood associated with sacrifices (Leviticus…Read the comment

This is the ordinance of the law--an institution of a peculiar nature ordained by law for the purification of sin, and provided at the public expense because it was for the good of the whole community. Speak unto the children of Israel, that they bring thee a red heifer without spot, &c.--This is the only case in which the color of the victim is specified.
