Context of Judges 20:23
21But Benjamin’s warriors, who were defending the town, came out and killed 22,000 Israelites on the battlefield that day. 22But the Israelites encouraged each other and took their positions again at the same place they had fought the previous day. For they had gone up to Bethel and wept in the presence of the Lord until evening. They had asked the Lord, “Should we fight against our relatives from Benjamin again?” And the Lord had said, “Go out and fight against them.” 24So the next day they went out again to fight against the men of Benjamin, 25but the men of Benjamin killed another 18,000 Israelites, all of whom were experienced with the sword.

- Adam Clarke Bible Commentary · v. 23Go up against him - It appears most evident that the Israelites did not seek the protection of God. They trusted in the goodness of their cause and in the multitude of their army. God humbled them, and delivered them into the hands of their enemies, and showed them that the race was not to the swift, nor the battle to the strong.Read the comment

But they ought to have done it at the commencement of their proceedings. Instead of this, all their plans were formed, and never doubting, it would seem, that the war was just and inevitable, the only subject of their inquiry related to the precedency of the tribes--a point which it is likely was discussed in the assembly.
