Context of Judges 20:23
21Then the children of Benjamin came out of Gibeah, and on that day cut down to the ground twenty-two thousand men of the Israelites. 22And the people, that is, the men of Israel, encouraged themselves and again formed the battle line at the place where they had put themselves in array on the first day. Then the children of Israel went up and wept before the Lord until evening, and asked counsel of the Lord, saying, “Shall I again draw near for battle against the children of my brother Benjamin?” And the Lord said, “Go up against him.” 24So the children of Israel approached the children of Benjamin on the second day. 25And Benjamin went out against them from Gibeah on the second day, and cut down to the ground eighteen thousand more of the children of Israel; all these drew the sword.

- Adam Clarke Bible Commentary · v. 23Go up against him - It appears most evident that the Israelites did not seek the protection of God. They trusted in the goodness of their cause and in the multitude of their army. God humbled them, and delivered them into the hands of their enemies, and showed them that the race was not to the swift, nor the battle to the strong.Read the comment

- Jamieson–Fausset–Brown Commentary · v. 18-2818-28. the children of Israel arose, and went up to the house of God--This consultation at Shiloh was right. But they ought to have done it at the commencement of their proceedings. Instead of this, all their plans were formed, and never doubting, it would seem, that the war was just and inevitable, the only subject of their inquiry related to the precedency of the tribes--a point which it is likely was discussed in the assembly.
