Context of Genesis 28:21
19He named that place Bethel (which means “house of God”), although it was previously called Luz. 20Then Jacob made this vow: “If God will indeed be with me and protect me on this journey, and if he will provide me with food and clothing, and if I return safely to my father’s home, then the Lord will certainly be my God. 22And this memorial pillar I have set up will become a place for worshiping God, and I will present to God a tenth of everything he gives me.”

- Jamieson–Fausset–Brown Commentary · v. 20-2220. Jacob vowed a vow--His words are not to be considered as implying a doubt, far less as stating the condition or terms on which he would dedicate himself to God. Let "if" be changed into "since," and the language will appear a proper expression of Jacob's faith--an evidence of his having truly embraced the promise. How edifying often to meditate on Jacob at Beth-el.Read the comment
