Context of 2 Kings 17:37
35For the Lord had made a covenant with the descendants of Jacob and commanded them: “Do not worship any other gods or bow before them or serve them or offer sacrifices to them. 36But worship only the Lord, who brought you out of Egypt with great strength and a powerful arm. Bow down to him alone, and offer sacrifices only to him. Be careful at all times to obey the decrees, regulations, instructions, and commands that he wrote for you. You must not worship other gods. 38Do not forget the covenant I made with you, and do not worship other gods. 39You must worship only the Lord your God. He is the one who will rescue you from all your enemies.”

- Barnes’ Notes on the Bible · v. 37Which he wrote for you - It is worth observing here, first, that the author regards the whole Law as given to the Israelites in a written form; and secondly, that he looks on the real writer as God.Read the comment
- Matthew Henry Concise Commentary · v. 24-41Verses 24-41 The terror of the Almighty will sometimes produce a forced or feigned submission in unconverted men; like those brought from different countries to inhabit Israel. But such will form unworthy thoughts of God, will expect to please him by outward forms, and will vainly try to reconcile his service with the love of the world and the indulgence of their lusts.
