Context of Psalms 147:18

16He gives snow like wool; He scatters the frost like ashes; 17He casts out His hail like morsels; Who can stand before His cold? He sends out His word and melts them; He causes His wind to blow, and the waters flow. 19He declares His word to Jacob, His statutes and His judgments to Israel. 20He has not dealt thus with any nation; And as for His judgments, they have not known them. Praise the Lord!

• Barnes’ Notes on the Bible · v. 18He sendeth out his word - He commands: or, he speaks. And melteth them - Melts the snow and the ice. Compare the notes at Job 37:10-12: “By the breath of God frost is given,” etc. The idea is, that they are entirely under his control. They obey him when he speaks. He causeth his wind to blow - The warm south wind: “his” wind, because he directs it, and causes it to perform his will. And the waters flow - The snow and the ice melt.Read the comment
