Context of Psalms 102:13
11My days are like a shadow that lengthens, And I wither away like grass. 12But You, O Lord, shall endure forever, And the remembrance of Your name to all generations. You will arise and have mercy on Zion; For the time to favor her, Yes, the set time, has come. 14For Your servants take pleasure in her stones, And show favor to her dust. 15So the nations shall fear the name of the Lord, And all the kings of the earth Your glory.

- Adam Clarke Bible Commentary · v. 13Thou shalt arise, and have mercy upon Zion - While he is humbled at the footstool of mercy, and earnestly praying for mercy, an answer of peace is given; he is assured, not only that they shall be delivered, but that the time of deliverance is at hand.
