Context of Joshua 17:13
11And in Issachar and in Asher, Manasseh had Beth Shean and its towns, Ibleam and its towns, the inhabitants of Dor and its towns, the inhabitants of En Dor and its towns, the inhabitants of Taanach and its towns, and the inhabitants of Megiddo and its towns—three hilly regions. 12Yet the children of Manasseh could not drive out the inhabitants of those cities, but the Canaanites were determined to dwell in that land. And it happened, when the children of Israel grew strong, that they put the Canaanites to forced labor, but did not utterly drive them out. 14Then the children of Joseph spoke to Joshua, saying, “Why have you given us only one lot and one share to inherit, since we are a great people, inasmuch as the Lord has blessed us until now?” 15So Joshua answered them, “If you are a great people, then go up to the forest country and clear a place for yourself there in the land of the Perizzites and the giants, since the mountains of Ephraim are too confined for you.”

Commentaries on Joshua 17:13
- Matthew Henry Concise Commentary · v. 7-13Verses 7-13 There was great communication between Manasseh and Ephraim. Though each tribe had its inheritance, yet they should intermix one with another, to do good offices one to another, as became those, who, though of different tribes, were all one Israel, and were bound to love as brethren. But they suffered the Canaanites to live among them, against the command of God, to serve their own ends.Read the comment
- Tyndale Open Study Notes · v. 13Throughout the period of the judges and beyond, the Israelites gradually grew stronger and the Canaanite people weaker. After the time of Joshua, the Israelites forced the Canaanites to work as slaves. Eventually, the Canaanites became part of the nation of Israel, contributing to Israel worshiping their false gods. This idolatry ultimately led to the Israelites losing the land.Read the comment
- Jamieson–Fausset–Brown Commentary · v. 12-1312-13. Yet the children of Manasseh could not drive out those cities--probably due to indolence, a love of ease. Perhaps a mistaken humanity, arising from a disregard or forgetfulness of the divine command, and a decreasing principle of faith and zeal in the service of God, were the causes of their failure.Read the comment
