Context of Deuteronomy 31:7
5The Lord will give them over to you, that you may do to them according to every commandment which I have commanded you. 6Be strong and of good courage, do not fear nor be afraid of them; for the Lord your God, He is the One who goes with you. He will not leave you nor forsake you.” Then Moses called Joshua and said to him in the sight of all Israel, “Be strong and of good courage, for you must go with this people to the land which the Lord has sworn to their fathers to give them, and you shall cause them to inherit it. 8And the Lord, He is the One who goes before you. He will be with you, He will not leave you nor forsake you; do not fear nor be dismayed.” 9So Moses wrote this law and delivered it to the priests, the sons of Levi, who bore the ark of the covenant of the Lord, and to all the elders of Israel.

Commentaries on Deuteronomy 31:7
- Barnes’ Notes on the Bible · v. 7Moses hands over to Joshua that office as leader of the people, to which he had already been designated Deuteronomy 1:38; Numbers 27:23. He assigns also to the Levitical priests and the elders, as the ecclesiastical and civil heads of the nation, the responsibility of teaching the law and enforcing its observance Deuteronomy 31:10-13. Both these were symbolic acts, designed to mark the responsibility of the parties concerned after the death of Moses.Read the comment
