Context of Deuteronomy 1:23
21Look, the Lord your God has set the land before you; go up and possess it, as the Lord God of your fathers has spoken to you; do not fear or be discouraged.’ 22“And every one of you came near to me and said, ‘Let us send men before us, and let them search out the land for us, and bring back word to us of the way by which we should go up, and of the cities into which we shall come.’ “The plan pleased me well; so I took twelve of your men, one man from each tribe. 24And they departed and went up into the mountains, and came to the Valley of Eshcol, and spied it out. 25They also took some of the fruit of the land in their hands and brought it down to us; and they brought back word to us, saying, ‘It is a good land which the Lord our God is giving us.’

- Matthew Henry Concise Commentary · v. 19-46Verses 19-46 Moses reminds the Israelites of their march from Horeb to Kadesh-barnea, through that great and terrible wilderness. He shows how near they were to a happy settlement in Canaan. It will aggravate the eternal ruin of hypocrites, that they were not far from the kingdom of God. - Jamieson–Fausset–Brown Commentary · v. 22-3322-33. ye came ... and said, We will send men before us, and they shall search us out the land--The proposal to despatch spies emanated from the people through unbelief; but Moses, believing them sincere, gave his cordial assent to this measure, and God on being consulted permitted them to follow the suggestion (see on Nu 13:1). The issue proved disastrous to them, only through their own sin and folly.Read the comment
