Context of Deuteronomy 1:23
21Behold, the Lord your God has set the land before you; go up and take possession of it, just as the Lord, the God of your fathers, has spoken to you. Do not fear or be dismayed.’ 22“Then all of you approached me and said, ‘Let us send men [into the land] before us, so that they may explore and search the area for us, and bring back to us word regarding the way we should go, and the cities we should enter.’ The plan pleased me and I took twelve of your men, one man from each tribe. 24They turned and went up into the hill country, and came to the Valley of Eshcol and spied it out. 25Then they took some of the fruit of the land in their hands and brought it down to us; and they reported back to us, and said, ‘It is a good land which the Lord our God is about to give us.’

- Matthew Henry Concise Commentary · v. 19-46Verses 19-46 Moses reminds the Israelites of their march from Horeb to Kadesh-barnea, through that great and terrible wilderness. He shows how near they were to a happy settlement in Canaan. It will aggravate the eternal ruin of hypocrites, that they were not far from the kingdom of God. As if it were not enough that they were sure of their God before them, they would send men before them. Never any looked into the Holy Land, but they must own it to be a…Read the comment

- Jamieson–Fausset–Brown Commentary · v. 22-3322-33. ye came ... and said, We will send men before us, and they shall search us out the land--The proposal to despatch spies emanated from the people through unbelief; but Moses, believing them sincere, gave his cordial assent to this measure, and God on being consulted permitted them to follow the suggestion (see on Nu 13:1). The issue proved disastrous to them, only through their own sin and folly.Read the comment
