Context of 2 Chronicles 32:18
16Furthermore, his servants spoke against the Lord God and against His servant Hezekiah. 17He also wrote letters to revile the Lord God of Israel, and to speak against Him, saying, “As the gods of the nations of other lands have not delivered their people from my hand, so the God of Hezekiah will not deliver His people from my hand.” Then they called out with a loud voice in Hebrew to the people of Jerusalem who were on the wall, to frighten them and trouble them, that they might take the city. 19And they spoke against the God of Jerusalem, as against the gods of the people of the earth—the work of men’s hands. 20Now because of this King Hezekiah and the prophet Isaiah, the son of Amoz, prayed and cried out to heaven.

- Tyndale Open Study Notes · v. 10-19The Assyrian king's threats highlighted the main issues for the people of Jerusalem. The real question was whether to trust in God. The enemy king claimed Hezekiah could not be trusted (2 Chronicles 32:11–12) because he had angered the Lord by removing God's shrines and altars. However, the opposite was true. This reform was Hezekiah's greatest act of loyalty to the Lord. The question was whether God could be trusted against Assyria's power (2 Chronicles…Read the comment
