Context of 2 Chronicles 32:18
16And his servants said even more against the Lord God and against His servant Hezekiah. 17The Assyrian king also wrote letters insulting and taunting the Lord God of Israel, and speaking against Him, saying, “As the gods of the nations of other lands have not rescued their people from my hand, so the God of Hezekiah will not rescue His people from my hand.” They shouted it loudly in the language of Judah to the people of Jerusalem who were on the wall, to frighten and terrify them, so that they might take the city [without a long siege]. 19They spoke of the God of Jerusalem as [they spoke of] the gods of the peoples of the earth, [which are only] the work of the hands of men. 20But Hezekiah the king and the prophet Isaiah the son of Amoz prayed about this and cried out to heaven [for help].

- Tyndale Open Study Notes · v. 10-19The Assyrian king's threats highlighted the main issues for the people of Jerusalem. The real question was whether to trust in God. The enemy king claimed Hezekiah could not be trusted (2 Chronicles 32:11–12) because he had angered the Lord by removing God's shrines and altars. However, the opposite was true. This reform was Hezekiah's greatest act of loyalty to the Lord. The question was whether God could be trusted against Assyria's power (2 Chronicles…Read the comment
