Context of Zechariah 14:16
14Judah too will fight at Jerusalem. The wealth of all the surrounding nations will be collected—great quantities of gold and silver and clothing. 15A similar plague will strike the horses and mules, the camels and donkeys, and all the animals in those camps. Then the survivors from all the nations that have attacked Jerusalem will go up year after year to worship the King, the Lord Almighty, and to celebrate the Festival of Tabernacles. 17If any of the peoples of the earth do not go up to Jerusalem to worship the King, the Lord Almighty, they will have no rain. 18If the Egyptian people do not go up and take part, they will have no rain. The Lord will bring on them the plague he inflicts on the nations that do not go up to celebrate the Festival of Tabernacles.

- Adam Clarke Bible Commentary · v. 16Shall even go up from year to year - The Jews had three grand original festivals, which characterized different epochs in their history, viz.: - The feast of the passover, in commemoration of their departure from Egypt. The feast of pentecost, in commemoration of the giving of the law upon Mount Sinai. The feast of tabernacles, in commemoration of their wandering forty years in the wilderness. This last feast is very properly brought in here to point out…Read the comment

It commemorated Israel’s time in the wilderness after leaving Egypt (see Exodus 23:14–19; Leviticus 23:33–43; Numbers 29:12–40; Deuteronomy 16:13–17). The festival gave the worshiping community a chance to thank God for his provision. It encouraged…Read the comment
