Context of Judges 2:17
15Whenever Israel went out to fight, the hand of the Lord was against them to defeat them, just as he had sworn to them. They were in great distress. 16Then the Lord raised up judges, who saved them out of the hands of these raiders. Yet they would not listen to their judges but prostituted themselves to other gods and worshiped them. They quickly turned from the ways of their ancestors, who had been obedient to the Lord’s commands. 18Whenever the Lord raised up a judge for them, he was with the judge and saved them out of the hands of their enemies as long as the judge lived; for the Lord relented because of their groaning under those who oppressed and afflicted them. 19But when the judge died, the people returned to ways even more corrupt than those of their ancestors, following other gods and serving and worshiping them. They refused to give up their evil practices and stubborn ways.

- Adam Clarke Bible Commentary · v. 17Went a whoring after other gods - Idolatry, or the worship of strange gods, is frequently termed adultery, fornication, and whoredom, in the sacred writings. As many of their idolatrous practices were accompanied with impure rites, the term was not only metaphorically but literally proper.Read the comment
- Matthew Henry Concise Commentary · v. 6-23Verses 6-23 We have a general idea of the course of things in Israel, during the time of the Judges. The nation made themselves as mean and miserable by forsaking God, as they would have been great and happy if they had continued faithful to him. Their punishment answered to the evil they had done. They served the gods of the nations round about them, even the meanest, and God made them serve the princes of the nations round about them, even the meanest…Read the comment
