28the clouds pour down their moisture and abundant showers fall on mankind. 29Who can understand how he spreads out the clouds, how he thunders from his pavilion? See how he scatters his lightning about him, bathing the depths of the sea. 31This is the way he governs the nations and provides food in abundance. 32He fills his hands with lightning and commands it to strike its mark.

- Adam Clarke Bible Commentary · v. 30He spreadeth his light upon it - Or, as Mr. Good translates, "He throweth forth from it his flash." These two verses may both have an allusion to the sudden rarefaction of that part of the atmosphere whence the thunder proceeds, by the agency of the electric fluid; the rushing in of the air on each side to restore the equilibrium, which the passage of the fire had before destroyed. The noise produced by this sudden rushing in of the air, as well as that…Read the comment
- Barnes’ Notes on the Bible · v. 30Behold, he spreadeth his light upon it - That is, upon his tabernacle or dwelling-place - the clouds. The allusion is to lightning, which flashes in a moment over the whole heavens. The image is exceedingly beautiful and graphic. The idea of “spreading out” the light in an instant over the whole of the darkened heavens, is that which Elihu had in his mind, and which impressed him so forcibly. On the difficulty in regard to the translation of the…Read the comment
- Matthew Henry Concise Commentary · v. 24-33Verses 24-33 Elihu endeavours to fill Job with high thought of God, and so to persuade him into cheerful submission to his providence. Man may see God's works, and is capable of discerning his hand in them, which the beasts are not, therefore they ought to give him the glory. But while the worker of iniquity ought to tremble, the true believer should rejoice. Children should hear with pleasure their Father's voice, even when he speaks in terror to his…Read the comment

"He spreads not only clouds, but light." covereth the bottom--roots. of the sea--namely, with the light. In the storm the depths of ocean are laid bare; and the light "covers" them, at the same moment that it "spreads" across the dark sky. So in Psa…Read the comment
