Context of Isaiah 11:4
2The Spirit of the Lord will rest on him— the Spirit of wisdom and of understanding, the Spirit of counsel and of might, the Spirit of the knowledge and fear of the Lord— 3and he will delight in the fear of the Lord. He will not judge by what he sees with his eyes, or decide by what he hears with his ears; but with righteousness he will judge the needy, with justice he will give decisions for the poor of the earth. He will strike the earth with the rod of his mouth; with the breath of his lips he will slay the wicked. 5Righteousness will be his belt and faithfulness the sash around his waist. 6The wolf will live with the lamb, the leopard will lie down with the goat, the calf and the lion and the yearling together; and a little child will lead them.

- Adam Clarke Bible Commentary · v. 4With the rod of his mouth "By the blast of his mouth" - For בשבט beshebet, by the rod, Houbigant reads בשבת beshebeth, by the blast of his mouth, from נשב nashab, to blow. The conjecture is ingenious and probable; and seems to be confirmed by the Septuagint and Chaldee, who render it by the word of his mouth, which answers much better to the correction than to the present reading. Add to this, that the blast of his mouth is perfectly parallel to the…Read the comment
- Barnes’ Notes on the Bible · v. 4Shall he judge the poor - That is, he shall see that impartial justice is done them; he shall not take part with the rich against the poor, but shall show that he is the friend of justice. He chose his disciples from among the poor; he condescended to be their companion and friend; he provided for their needs; and he pronounced their condition…Read the comment
