They wrote out in the script of each province and in the language of each people all Haman’s orders to the king’s satraps, the governors of the various provinces and the nobles of the various peoples. These were written in the name of King Xerxes himself and sealed with his own ring.

Context of Esther 3:12
10So the king took his signet ring from his finger and gave it to Haman son of Hammedatha, the Agagite, the enemy of the Jews. 11“Keep the money,” the king said to Haman, “and do with the people as you please.” Then on the thirteenth day of the first month the royal secretaries were summoned. They wrote out in the script of each province and in the language of each people all Haman’s orders to the king’s satraps, the governors of the various provinces and the nobles of the various peoples. These were written in the name of King Xerxes himself and sealed with his own ring. 13Dispatches were sent by couriers to all the king’s provinces with the order to destroy, kill and annihilate all the Jews—young and old, women and children—on a single day, the thirteenth day of the twelfth month, the month of Adar, and to plunder their goods. 14A copy of the text of the edict was to be issued as law in every province and made known to the people of every nationality so they would be ready for that day.

- Adam Clarke Bible Commentary · v. 12Unto the king's lieutenants - אחשדרפני achashdarpeney . This is in all probability another Persian word, for there is nothing like it in the Hebrew language, nor can it be fairly deduced from any roots in that tongue. The Vulgate translates ad omnes satrapas regis, to all the satraps of the king. It is very likely that this is the true sense of the word, and that the אחשדרפני achsadrapani, as it may be pronounced, is the Chaldee or Hebrew corruption of…Read the comment
- Barnes’ Notes on the Bible · v. 12On the thirteenth day - Haman had, apparently (compare Esther 3:7 with Esther 3:13), obtained by his use of the lot the 13th day of Adar as the lucky day for destroying the Jews. This may have caused him to fix on the 13th day of another month for the commencement of his enterprise. So, the Jews throughout the empire had from 9 to 11 months of warning of the peril which threatened them.Read the comment
- Matthew Henry Concise Commentary · v. 7-15Verses 7-15 Without some acquaintance with the human heart, and the history of mankind, we should not think that any prince could consent to a dreadful proposal, so hurtful to himself. Let us be thankful for mild and just government. Haman inquires, according to his own superstitions, how to find a lucky day for the designed massacre! God's wisdom serves its own purposes by men's folly. Haman has appealed to the lot, and the lot, by delaying the…Read the comment
