Context of Deuteronomy 32:10
8When the Most High gave the nations their inheritance, when he divided all mankind, he set up boundaries for the peoples according to the number of the sons of Israel. 9For the Lord’s portion is his people, Jacob his allotted inheritance. In a desert land he found him, in a barren and howling waste. He shielded him and cared for him; he guarded him as the apple of his eye, 11like an eagle that stirs up its nest and hovers over its young, that spreads its wings to catch them and carries them aloft. 12The Lord alone led him; no foreign god was with him.

- Adam Clarke Bible Commentary · v. 10He - the Lord, found him - Jacob, in his descendants, in a desert land - the wilderness. He led him about forty years in this wilderness, Deuteronomy 8:2, or יסבבנהו yesobebenhu, he compassed him about, i. e., God defended them on all hands, and in all places. He instructed him - taught them that astonishing law through which we have now almost passed, giving them statutes and judgments which, for depth of wisdom, and correct political adaptation to…Read the comment

The eagle's care for her young is a beautiful emblem of Christ's love, who came between Divine justice and our guilty souls, and bare our sins in his own body on the tree. And by the preached gospel, and the influences of the Holy Spirit, He stirs up and prevails upon sinners to leave Satan's bondage. In ver. #(13-14), are emblems of the conquest believers have over their…Read the comment

Israel's promise was in a song of witness that Moses composed under divine inspiration (31:19–22). Israel probably sang the song during a regular covenant-renewal ceremony (31:21).
