Woe to you who are complacent in Zion, and to you who feel secure on Mount Samaria, you notable men of the foremost nation, to whom the people of Israel come! 2Go to Kalneh and look at it; go from there to great Hamath, and then go down to Gath in Philistia. Are they better off than your two kingdoms? Is their land larger than yours? 3You put off the day of disaster and bring near a reign of terror.

- Adam Clarke Bible Commentary · v. 1Wo to them that are at ease in Zion - For השאננים hashshaanannim, "who dwell at ease," it has been proposed to read השעננים hashshaanannim, "who confidently lean," the two words differing only in one letter, an ע ain for an א aleph . They leaned confidently on Zion; supposing that, notwithstanding their iniquities they should be saved for Zion's sake. Thus the former clause will agree better with the latter, "leaning upon Zion," and "trusting in the…Read the comment
- Barnes’ Notes on the Bible · v. 1Woe to them that are at ease - The word always means such as are recklessly at their ease, “the careless ones,” such as those whom Isaiah bids Isaiah 32:9-11, “rise up, tremble, be troubled, for many days and years shall ye be troubled.” It is that luxury and ease, which sensualize the soul, and make it dull, stupid, hard-hearted. By one earnest, passing word, the prophet warns his own land, that present sinful ease ends in future woe. “Woe unto them that…Read the comment

Here is a description of the pride, security, and sensuality, for which God would reckon. Careless sinners are every where in danger; but those at ease in Zion, who are stupid, vainly confident, and abusing their privileges…Read the comment
- Tyndale Open Study Notes · v. 1Zion … Samaria: Including Jerusalem in the message is surprising, but it shows that God does not show favoritism. Anyone who rebels against God will face sorrow. The Hebrew text mentions Zion and Mount Samaria, referring to the strongholds of the two cities. The people of both Judea and Israel were arrogant, thinking the fortresses of Jerusalem and Samaria could not be defeated (see also Amos 4:3). Trusting in physical strength instead of God is a sin.Read the comment
