Context of Amos 3:10
8The lion has roared— who will not fear? The Sovereign Lord has spoken— who can but prophesy? 9Proclaim to the fortresses of Ashdod and to the fortresses of Egypt: “Assemble yourselves on the mountains of Samaria; see the great unrest within her and the oppression among her people.” “They do not know how to do right,” declares the Lord, “who store up in their fortresses what they have plundered and looted.” 11Therefore this is what the Sovereign Lord says: “An enemy will overrun your land, pull down your strongholds and plunder your fortresses.” 12This is what the Lord says: “As a shepherd rescues from the lion’s mouth only two leg bones or a piece of an ear, so will the Israelites living in Samaria be rescued, with only the head of a bed and a piece of fabric from a couch.”

- Adam Clarke Bible Commentary · v. 10For they know not to do right - So we may naturally say that they who are doing wrong, and to their own prejudice and ruin, must certainly be ignorant of what is right, and what is their own interest. But we say again "There are none so blind as those who will not see." Their eyes, saith the Lord, they have closed.Read the comment
- Barnes’ Notes on the Bible · v. 10For - (and) they know not to do right They “have not known,” they have least all sense and knowledge, how “to do right” (literally, what is “straight-forward”) because they had so long ceased to do it. It is part of the miserable blindness of sin, that, while the soul acquires a quick insight into evil, it becomes, at last, not paralyzed only to “do” good, but unable to perceive it. So Jeremiah says, “they are wise to do evil, but to do good they have no…Read the comment
