Context of Isaiah 24:19
17Terror, pit, and snare are ready to overtake you inhabitants of the earth! 18The one who runs away from the sound of the terror will fall into the pit; the one who climbs out of the pit, will be trapped by the snare. For the floodgates of the heavens are opened up and the foundations of the earth shake. The earth is broken in pieces, the earth is ripped to shreds, the earth shakes violently. 20The earth will stagger around like a drunk; it will sway back and forth like a hut in a windstorm. Its sin will weigh it down, and it will fall and never get up again. 21At that time the Lord will punish the heavenly forces in the heavens and the earthly kings on the earth.

- Barnes’ Notes on the Bible · v. 19The earth is utterly broken down - The effect as it were of an earthquake where everything is thrown into commotion and ruin. The earth is moved exceedingly - Everything in this verse is intense and emphatic. The verbs are in the strongest form of emphasis: By breaking, the land is broken;‘ by scattering, the land is scattered;‘ by commotion, the land is moved.‘ The repetition also of the expression in the same sense three times, is a strong form of…Read the comment
- Matthew Henry Concise Commentary · v. 16-23Verses 16-23 Believers may be driven into the uttermost parts of the earth; but they are singing, not sighing. Here is terror to sinners; the prophet laments the miseries he saw breaking in like a torrent; and the small number of believers. He foresees that sin would abound. The meaning is plain, that evil pursues sinners. Unsteady, uncertain are all these things. Worldly men think to dwell in the earth as in a palace, as in a castle; but it shall be…Read the comment
