Context of Isaiah 16:4
2At the fords of the Arnon the Moabite women are like a bird that flies about when forced from its nest. 3“Bring a plan, make a decision! Provide some shade in the middle of the day! Hide the fugitives! Do not betray the one who tries to escape! Please let the Moabite fugitives live among you. Hide them from the destroyer!” Certainly the one who applies pressure will cease, the destroyer will come to an end, those who trample will disappear from the earth. 5Then a trustworthy king will be established; he will rule in a reliable manner, this one from David’s family. He will be sure to make just decisions and will be experienced in executing justice. 6We have heard about Moab’s pride, their great arrogance, their boasting, pride, and excess. But their boastful claims are empty!

Commentaries on Isaiah 16:4
- Adam Clarke Bible Commentary · v. 4Let mine outcasts dwell with thee, Moab "Let the outcasts of Moab sojourn with thee, O Zion" - Setting the points aside, this is by much the most obvious construction of the Hebrew, as well as most agreeable to the context, and the design of the prophet. And it is confirmed by the Septuagint ̔ , and Syriac. The oppressors "The oppressor" - Perhaps the Israelites, who in the time of Ahab invaded Judah, defeated his army, slaying one hundred and twenty…Read the comment
- Barnes’ Notes on the Bible · v. 4Let mine outcasts - This may be understood as the language of Judea, or of God. Mine outcasts‘ may mean the exiles of Judea, or God may call them “his.” The sense is essentially the same. It denotes those who were fugitives, wanderers, exiles from the land of Judea, and who took refuge in the land of Moab; and God claims for them protection. Dwell with thee - Not dwell permanently, but sojourn (יגוּרוּ yāgûrû ), let them remain with you as exiles; or let…Read the comment
- Tyndale Open Study Notes · v. 4-5This prophecy of salvation spoke about the future of David’s royal line. It promised hope for the dynasty of David. Acts of oppression and destruction would come to an end. This would happen when the hostility of Moab stopped (see 2 Kings 13:20).Read the comment
- Jamieson–Fausset–Brown Commentary · v. 3-53-5. Gesenius, Maurer, &c., regard these verses as an address of the fugitive Moabites to the Jews for protection; they translate Is 16:4, "Let mine outcasts of Moab dwell with thee, Judah"; the protection will be refused by the Jews, for the pride of Moab (Is 16:6). Vitringa makes it an additional advice to Moab, besides paying tribute. Give shelter to the Jewish outcasts who take refuge in thy land (Is 16:3, 4); so "mercy" will be shown thee in turn by…Read the comment
