Context of 2 Kings 15:30
28He did evil in the sight of the Lord; he did not repudiate the sinful ways of Jeroboam son of Nebat who encouraged Israel to sin. 29During Pekah’s reign over Israel, King Tiglath-pileser of Assyria came and captured Ijon, Abel Beth Maacah, Janoah, Kedesh, Hazor, Gilead, and Galilee, including all the territory of Naphtali. He deported the people to Assyria. Hoshea son of Elah conspired against Pekah son of Remaliah. He assassinated him and took his place as king, in the twentieth year of the reign of Jotham son of Uzziah. 31The rest of the events of Pekah’s reign, including all his accomplishments, are recorded in the scroll called the Annals of the Kings of Israel. 32In the second year of the reign of Israel’s King Pekah son of Remaliah, Uzziah’s son Jotham became king over Judah.

- Adam Clarke Bible Commentary · v. 30Hoshea the son of Elah - in the twentieth year of Jotham - There are many difficulties in the chronology of this place. To reconcile the whole, Calmet says: "Hoshea conspired against Pekah, the twentieth year of the reign of this prince, which was the eighteenth after the beginning of the reign of Jotham, king of Judah. Two years after this, that is, the fourth year of Ahaz, and the twentieth of Jotham, Hoshea made himself master of a part of the kingdom…Read the comment
- Barnes’ Notes on the Bible · v. 30Hoshea, the son of Elah - One of Pekah‘s friends, according to Josephus. The twentieth year of Jotham - According to 2 Kings 15:33 and 2 Chronicles 27:1, Jotham reigned only 16 years. See also the suggestion in the margin. Strangely enough, this first year of Hoshea is also called, not the fourth, but the twelfth of Ahaz 2 Kings 17:1. The chronological confusion of the history, as it stands, is striking. Uzziah - i. e. - Matthew Henry Concise Commentary · v. 8-31Verses 8-31 This history shows Israel in confusion. Though Judah was not without troubles, yet that kingdom was happy, compared with the state of Israel. The imperfections of true believers are very different from the allowed wickedness of ungodly men. Such is human nature, such are our hearts, if left to themselves, deceitful above all things, and desperately wicked. We have reason to be thankful for restraints, for being kept out of temptation, and…Read the comment
- Tyndale Open Study Notes · v. 29-30During his second western campaign from 734 to 732 BC, Tiglath-pileser attacked Israel again. Pekah had joined forces with King Rezin of Aram in a poorly planned anti-Assyrian alliance (see Isaiah 9:1). As a result, Tiglath-pileser captured much of Israel’s northern and eastern lands. Pekah’s failed political strategies caused unrest in Israel, leading to his assassination by Hoshea. Hoshea likely acted to appease the Assyrian king and save the northern…Read the comment

Hoshea the son of Elah made a conspiracy ... and slew him--He did not, however, obtain possession of the kingdom till about nine or ten years after the perpetration of this crime [Hales]. in the twentieth year of Jotham--Jotham's reign lasted only sixteen years, but the meaning is that the reign of Hoshea began in the twentieth after the beginning of Jotham's reign.
