Context of 1 Samuel 10:19
17Then Samuel called the people together before the Lord at Mizpah. 18He said to the Israelites, “This is what the Lord God of Israel says, ‘I brought Israel up from Egypt and I delivered you from the power of the Egyptians and from the power of all the kingdoms that oppressed you. But today you have rejected your God who saves you from all your trouble and distress. You have said, “No! Appoint a king over us.” Now take your positions before the Lord by your tribes and by your clans.’” 20Then Samuel brought all the tribes of Israel near, and the tribe of Benjamin was chosen by lot. 21Then he brought the tribe of Benjamin near by its families, and the family of Matri was chosen by lot. At last Saul son of Kish was chosen by lot. But when they looked for him, he was nowhere to be found.

- Adam Clarke Bible Commentary · v. 19Present yourselves - by your tribes - It appears that, in order to find out the proper person who should be made their king, they must determine by lot: The tribe. The thousands or grand divisions by families. The smaller divisions by families. And, The individual. When the lot was cast for the tribe, Benjamin was taken; when for the thousand, the division of Matri was taken; when for the family, the family of Kish was taken; when for the individual…Read the comment

- Matthew Henry Concise Commentary · v. 17-27Verses 17-27 Samuel tells the people, Ye have this day rejected your God. So little fond was Saul now of that power, which soon after, when he possessed it, he could not think of parting with, that he hid himself. It is good to be conscious of our unworthiness and insufficiency for the services to which we are called; but men should not go into the contrary extreme, by refusing the employments to which the Lord and the church call them. As it was of the utmost importance that the appointment…Read the comment
