Context of Psalms 60:8
6God has promised the following through his holiness: “I will triumph! I will divide Shechem. I will measure the valley of Succoth. 7Gilead is mine. Manasseh is mine. Ephraim is the helmet on my head. Judah is my scepter. Moab is my washtub. I will throw my shoe over Edom. I will shout in triumph over Philistia.” 9Who will bring me into the fortified city? Who will lead me to Edom? 10Isn’t it you, O God, who rejected us? Isn’t it you, O God, who refused to accompany our armies?

- Adam Clarke Bible Commentary · v. 8Moab is my washpot - The Moabites shall be reduced to the meanest slavery. Over Edom will I cast out my shoe - I will make a complete conquest of Idumea, and subject the Edomites to the meanest offices, as well as the Moabites. Philistia, triumph thou because of me - John Hyrcanus subdued the Idumeans, and caused them to receive circumcision, and profess the Jewish religion. The words here seem to predict their entire subjugation. In an essay for a new…Read the comment
- Barnes’ Notes on the Bible · v. 8Moab is my washpot - Moab was a region of country on the east of the Dead Sea, extending as far north as the river Arnon. See the notes at Isaiah 15:1-9. The words rendered wash-pot mean properly a pot or basin for washing, a wash-basin; and the expression is used here as one of contempt, as if he would use it as the meanest vessel is used. It implies that Moab was already subdued, and that the author of the psalm could make any use of it he pleased. It…Read the comment
- Matthew Henry Concise Commentary · v. 6-12Verses 6-12 If Christ be ours, all things, one way or another, shall be for our eternal good. The man who is a new creature in Christ, may rejoice in all the precious promises God has spoken in his holiness. His present privileges, and the sanctifying influences of the Spirit, are sure earnests of heavenly glory. David rejoices in conquering the neighbouring nations, which had been enemies to Israel. The Israel of God are through Christ more than…Read the comment

Taking courage from God's promise to give them possession (Ex 23:31; De 11:24) (and perhaps renewed to him by special revelation), with triumphant joy he describes the conquest as already made.
