Context of Psalms 25:10
8The Lord is good and decent. That is why he teaches sinners the way they should live. 9He leads humble people to do what is right, and he teaches them his way. Every path of the Lord is ⌞one of⌟ mercy and truth for those who cling to his promise and written instructions. 11For the sake of your name, O Lord, remove my guilt, because it is great. 12Who, then, is this person that fears the Lord? He is the one whom the Lord will teach which path to choose.

- Adam Clarke Bible Commentary · v. 10All the paths of the Lord - ארחות orchoth signifies the tracks or ruts made by the wheels of wagons by often passing over the same ground. Mercy and truth are the paths in which God constantly walks in reference to the children of men; and so frequently does he show them mercy, and so frequently does he fulfill his truth that his paths are earnestly discerned. How frequent, how deeply indented, and how multiplied are those tracks to every family and…Read the comment
- Barnes’ Notes on the Bible · v. 10All the paths of the Lord - All the ways that the Lord takes; all that He commands; all that He does. In the previous verse, the psalmist had said that the Lord would teach “His way” to the “meek;” he now says that all His ways are ways of mercy and of truth; or that all will be found to be in the direction of mercy and of truth.
