Context of Numbers 6:19
17He will sacrifice the ram as a fellowship offering to the Lord, offer the basket of unleavened bread along with it, and make the grain offerings and wine offerings. 18“Then the Nazirites will shave their heads at the entrance to the tent of meeting, take the hair as proof that they had made this vow, and put it on the fire under the fellowship offering. “Then the priest will take one of the shoulders from a boiled ram, one ring of unleavened bread from the basket, and one wafer of unleavened bread and hand them to the Nazirites after they have shaved off their hair. 20The priest will present them as an offering to the Lord. They are holy and belong to the priest, along with the ram’s breast that is presented and the thigh that is given. After that, the Nazirites may drink wine. 21“These are the instructions for those who have vowed to bring their offerings to the Lord because they were Nazirites. They must bring these offerings in addition to anything else they can afford. They must fulfill the requirements of these instructions for Nazirites and finish whatever they vowed to do.”

Commentaries on Numbers 6:19
- Barnes’ Notes on the Bible · v. 1-21Verses 1-21 The law of the Nazarite is appropriately added to other enactments which concern the sanctity of the holy nation. That sanctity found its highest expression in the Nazarite vow, which was the voluntary adoption for a time of obligations to high and strict modes of self-dedication resembling, and indeed in some particulars exceeding, those under which the priests were placed. The present enactments do not institute a new kind of observance, but…Read the comment
- Tyndale Open Study Notes · v. 9-21The law gave instructions for restoring purity after unavoidable contact with a dead body. Contact with a dead body made a person ceremonially unclean (not fit for worship for a period of time). The person had to follow certain steps in order to be restored. Special procedures and offerings also marked the end of a Nazirite vow. A Nazirite vow was a special promise to set oneself apart for God for a period of time. When the time ended, the person brought…Read the comment
