Context of Numbers 11:24
22Would they have enough if all the flocks and herds were butchered for them? Would they have enough if all the fish in the sea were caught for them?” 23The Lord asked Moses, “Is there a limit to the Lord’s power? Now you will see whether or not my words come true.” Moses went out and told the people what the Lord said. He gathered 70 of the leaders of the people and had them stand around the tent. 25Then the Lord came down in the ⌞column of⌟ smoke and spoke with him. He took some of the Spirit that was on Moses and put it on the 70 leaders. When the Spirit came to rest on them, they prophesied, but they never prophesied again. 26Two men, named Eldad and Medad, had stayed in the camp. They were on the list with the other leaders but hadn’t gone with them to the tent. The Spirit came to rest on them, too, and they prophesied in the camp.

- Matthew Henry Concise Commentary · v. 24-30Verses 24-30 We have here the fulfilment of God's word to Moses, that he should have help in the government of Israel. He gave of his Spirit to the seventy elders. They discoursed to the people of the things of God, so that all who heard them might say, that God was with them of a truth. Two of the elders, Eldad and Medad, went not out unto the tabernacle, as the rest, being sensible of their own weakness and unworthiness. But the Spirit of God found them…Read the comment
- Tyndale Open Study Notes · v. 16-30Jethro suggested that Moses should have different levels of judges (Exodus 18:13–26). He focused on practical issues like the tribal leaders who helped Moses with the registration (Numbers 1:5–15). In contrast, the group of 70 elders would give Israel spiritual guidance. They needed a share of God's Spirit. Moses already had this, and it made him the Lord's special spokesman. Their ability to lead depended on God's Spirit being with them (compare 1 Samuel…Read the comment
- Jamieson–Fausset–Brown Commentary · v. 2424. Moses ... gathered the seventy men of the elders of the people, &c.--The tabernacle was chosen for the convocation, because, as it was there God manifested Himself, there His Spirit would be directly imparted--there the minds of the elders themselves would be inspired with reverential awe and their office invested with greater respect in the eyes of the people.Read the comment
