Context of Numbers 11:24
22Even if we butchered all our flocks and herds, would that satisfy them? Even if we caught all the fish in the sea, would that be enough?” 23Then the Lord said to Moses, “Has my arm lost its power? Now you will see whether or not my word comes true!” So Moses went out and reported the Lord’s words to the people. He gathered the seventy elders and stationed them around the Tabernacle. 25And the Lord came down in the cloud and spoke to Moses. Then he gave the seventy elders the same Spirit that was upon Moses. And when the Spirit rested upon them, they prophesied. But this never happened again. 26Two men, Eldad and Medad, had stayed behind in the camp. They were listed among the elders, but they had not gone out to the Tabernacle. Yet the Spirit rested upon them as well, so they prophesied there in the camp.

- Matthew Henry Concise Commentary · v. 24-30Verses 24-30 We have here the fulfilment of God's word to Moses, that he should have help in the government of Israel. He gave of his Spirit to the seventy elders. They discoursed to the people of the things of God, so that all who heard them might say, that God was with them of a truth. Two of the elders, Eldad and Medad, went not out unto the tabernacle, as the rest, being sensible of their own weakness and unworthiness. But the Spirit of God found them…Read the comment
- Tyndale Open Study Notes · v. 16-30Jethro suggested that Moses should have different levels of judges (Exodus 18:13–26). He focused on practical issues like the tribal leaders who helped Moses with the registration (Numbers 1:5–15). In contrast, the group of 70 elders would give Israel spiritual guidance. They needed a share of God's Spirit. Moses already had this, and it made him the Lord's special spokesman. Their ability to lead depended on God's Spirit being with them (compare 1 Samuel…Read the comment
- Jamieson–Fausset–Brown Commentary · v. 2424. Moses ... gathered the seventy men of the elders of the people, &c.--The tabernacle was chosen for the convocation, because, as it was there God manifested Himself, there His Spirit would be directly imparted--there the minds of the elders themselves would be inspired with reverential awe and their office invested with greater respect in the eyes of the people.Read the comment
