Context of Joshua 15:17
15From there he marched against the people living in Debir. (In the past Debir was called Kiriath Sepher.) 16Caleb said, “I will give my daughter Achsah as a wife to anyone who attacks Kiriath Sepher and captures it.” Then Othniel, son of Caleb’s brother Kenaz, captured it. So Caleb gave him his daughter Achsah as a wife. 18When she came to Othniel, she persuaded him to ask her father for a field. When she got down from her donkey, Caleb asked her, “What do you want?” 19She answered, “Give me a blessing. Since you’ve given me some dry land, also give me some springs.” So Caleb gave her the upper and lower springs.

- Matthew Henry Concise Commentary · v. 13-19Verses 13-19 Achsah obtained some land by Caleb's free grant. He gave her a south land. Land indeed, but a south land, dry and apt to be parched. She obtained more, on her request, and he gave the upper and the nether springs. Those who understand it but of one field, watered both with the rain of heaven, and the springs that issued out of the earth, countenance the allusion commonly made to this, when we pray for spiritual and heavenly blessings which…Read the comment

He that smiteth Kirjath-sepher--This offer was made as an incentive to youthful bravery (see on 1Sa 17:25); and the prize was won by Othniel, Caleb's younger brother (Jud 1:13; 3:9).
