Context of Joshua 15:17
15Then he went up from there against the people of Debir; Debir was formerly named Kiriath-sepher. 16Caleb said, “I will give Achsah my daughter as wife to the man who attacks Kiriath-sepher and captures it.” And Othniel the son of Kenaz, Caleb’s brother, captured it; so he gave him Achsah his daughter as a wife. 18Now it came about that when Achsah came to Othniel, she persuaded him [to allow her] to ask her father for a field. Then she [rode up to Caleb and] dismounted from her donkey, and Caleb said to her, “What do you want?” 19Achsah answered, “Give me a blessing; since you have given me the [dry] land of the Negev (South country), give me springs of water, too.” So he gave her the upper springs and the lower springs.

- Matthew Henry Concise Commentary · v. 13-19Verses 13-19 Achsah obtained some land by Caleb's free grant. He gave her a south land. Land indeed, but a south land, dry and apt to be parched. She obtained more, on her request, and he gave the upper and the nether springs. Those who understand it but of one field, watered both with the rain of heaven, and the springs that issued out of the earth, countenance the allusion commonly made to this, when we pray for spiritual and heavenly blessings which…Read the comment

He that smiteth Kirjath-sepher--This offer was made as an incentive to youthful bravery (see on 1Sa 17:25); and the prize was won by Othniel, Caleb's younger brother (Jud 1:13; 3:9).
