Context of Joel 1:14
12The grapevines are dried up. The fig trees are withered. The pomegranate, palm, and apricot trees, as well as all the trees in the orchards, have died. Yes, the joy of these people has died too. 13Put on your sackcloth and mourn, you priests. Cry loudly, you servants of the altar. Spend the night in sackcloth, you servants of my God. Grain offerings and wine offerings are withheld from your God’s temple. Schedule a time to fast! Call for an assembly! Gather the leaders and everyone who lives in the land. Bring them to the temple of the Lord your God, and cry to the Lord for help. 15This will be a terrible day! The day of the Lord is near, and it will come like destruction from the Almighty. 16Food disappears right before our eyes. Happiness and rejoicing disappear from our God’s temple.

- Adam Clarke Bible Commentary · v. 14Call a solemn assembly - עצרה atsarah signifies a time of restraint, as the margin has it. The clause should be translated - consecrate a fast, proclaim a time of restraint; that is, of total abstinence from food, and from all secular employment. All the elders of the land and the representatives of the people were to be collected at the temple to cry unto the Lord, to confess their sins, and pray for mercy. The temple was not yet destroyed. - Barnes’ Notes on the Bible · v. 14Sanctify ye a fast - He does not say only, “proclaim,” or “appoint a fast,” but “sanctify it.” Hallow the act of abstinence, seasoning it with devotion and with acts meet for repentance. For fasting is not accepted by God, unless done in charity and obedience to His commands.: “Sanctify” it, i. e., make it an offering to God, and as it were a sacrifice, a holy and blameless fast.”: “To sanctify a fast is to exhibit abstinence of the flesh, meet toward…Read the comment

With all the marks of sorrow and shame, sin must be confessed and bewailed.
